This carpet is an interesting historic document and offers a glimpse into the emerging modern world in the late 19th century. Naser al-Din Shah Qajar (r.1848-1896) travelled through Europe in 1873, 1878 and 1889 - travels which were celebrated in Iran.
The most memorably in his travel diaries was the 1873 trip, which were translated in English in 1874. This carpet celebrates that first trip which centered on the Vienna World Fair, the main hall of which the Rotunda may be featured in the lower register. The journey starts at the top where the sun, a symbol of the Qajars, rises over Persia and the domed building may either be a sight taken in on the journey, either the Kremlin or Aya Sofia.
It is also conceivable that whole scene depicts the Hofburg and Ringstrasse in Vienna with the Danube at the bottom. The Vienna World Fair was famous for its carpet exhibitions, perhaps a starting point for growing interest in oriental carpets in Europe, and the fact this carpet depicts the fair and is in Vienna now might suggest that this was made for the Vienna exhibition since it dates from exactly that period.
